Stream selection is explicit. Broadcast responses remain separate, synthesis uses visible user-selected sources, and no autonomous council or model-to-model dialogue is implied.

Messages, saved outputs, local material, Browser state, Editor drafts, recall, and model context remain tied to the active operation and workspace in browser-local state.
03 · Honest Capability Gates
Connections distinguish available-local, needs-setup, dormant, and future capability. The Tool Broker is mock-only; host tools, plugins, MCP, browser automation, IDE control, and backend persistence do not execute here.
